What is Commute Trip Reduction (CTR)?
Under the Washington State Commute Trip Reduction (CTR) law, employers with 100 or more full-time employees reporting to a single worksite may be required to implement a transportation program that supports alternative commuting options.
CTR-affected companies are required to report on program elements, measure results with state and city assistance, and change their programs if they are not making progress toward mode-share goals.
The City of Bellevue may issue a notice of civil violation for noncompliance, may impost monetary penalties of up to $250 per day per violation. (BCC14.40.110)

The ORCA Business Choice program offers flexible transit benefits that allow employers to provide transit passes or pre-tax commuter benefits to employees.
Employers can choose to fully subsidize ORCA cards, provide partial subsidies, or allow employees to purchase transit passes using pre-tax payroll deductions. This program works well for organizations that want to support commuting options while maintaining flexibility in how benefits are offered.
