The Bellevue Employer Commute Playbook: What Bellevue's Fastest-Moving Employers Already Know, and What It Means for Your Business

Something shifted in Bellevue this year, and the employers who noticed early are already acting on it. Bellevue has become a popular destination for Big Tech and other booming industries, and the Wall Street Journal wrote about it. We pulled the numbers together, with sources, into The Bellevue Employer Commute Playbook. Here is the short version, and what it means whether you work in tech or not.

Bellevue is now a destination for Big Tech and other booming industries

Downtown Bellevue office vacancy climbed from 3.3% in 2019 to 23.2% in 2026, and downtown office values fell about 19% between 2022 and 2025, according to Broderick Group and King County Assessor data reported by MyNorthwest. This year the direction started to turn. CBRE reports that Bellevue anchored positive net absorption on the Eastside in the second quarter, meaning more space was leased than vacated.

Bellevue has become a popular destination for Big Tech and other booming industries, and the growth is not limited to one sector. Visit Bellevue lists AI, biotech, fintech, social media, gaming and e-commerce among the industries growing in the city, and GeekWire's coverage of a Wall Street Journal report names TikTok, OpenAI and Snowflake among the companies choosing Bellevue. Snowflake moved more than 700 employees into the Spring District in June 2025. OpenAI opened a downtown Bellevue office with room for up to 1,400 employees, and Databricks signed a lease that doubled its Bellevue footprint. Taiwan-based technology company eNeural Technologies chose Bellevue for its North American headquarters. Meanwhile Amazon says it has 15,000 corporate employees in Bellevue, and growing.

This applies to you, whatever your industry

The offices, medical practices, professional firms, restaurants and property managers around a fast-growing company all hire from the same regional talent pool. If a neighbor is recruiting, you are competing for people, whether or not your own company is in tech. That is why the Playbook is written for every Bellevue employer, and why the owners who read it first have a head start.

The commute changed at the same time

On March 28, 2026, the 2 Line's Crosslake Connection opened, carrying light rail across Lake Washington for the first time. Sound Transit's CEO reported about 205,000 riders on opening day, the second-highest ridership day in the agency's history, and The Urbanist reports about 20 minutes between the International District/Chinatown station and downtown Bellevue.

Then on August 10, Lime launched 500 shared e-bikes, scooters and gliders in Bellevue, with automatic discounts for rides that end near a light rail station or transit center coming this fall. Light rail solves the middle of the trip. Lime solves the ends of it. One honest note: Sound Transit has scheduled maintenance closures on the cross-lake segment, with shuttle buses in their place, so employees should be told to check service alerts.

What this does to your hiring

With tech, biotech, fintech, gaming, e-commerce and other employers all recruiting in Bellevue, the people you want to hire have options. When two offers are close, the one that is easier to get to wins more often than anyone admits. Connect Bellevue's perspective is that commute rarely appears as the stated reason a candidate declines an offer, which is exactly why it is easy to overlook, and one of the cheapest tiebreakers to fix.

One comparison every owner should run

Connect Bellevue's working benchmark for parking is $150 to $300 per stall per month, which is $1,800 to $3,600 per stall per year. An ORCA Business Passport in the downtown Bellevue zone costs approximately $15 per employee per month, or about $180 a year. That is a gap of ten to twenty times.

Pricing depends on your zone, though. King County Metro's published rates put other King County zones at roughly $24 to $38 per employee per month in the suburbs and Seattle zones.

A worked example: 40 people, 40 parking stalls

An employer leasing 40 structured stalls at $250 a month spends $120,000 a year on parking. Covering all 40 employees under the Passport at about $180 each costs about $7,200 a year. Even if that employer keeps 15 stalls ($45,000 a year) and adds the Passport, the total is $52,200, which is $67,800 less. This assumes the parking commitment can be reduced. Many leases cannot be reduced mid-term, so for some employers the savings begin at renewal or as new hires join. These are illustrative numbers, and your lease, headcount and zone will change them.

Three questions owners ask first

Do we have to be covered by the state's commute trip reduction law? No. That law applies to worksites with 100 or more employees, but employers who are not covered are not left out. According to the City's TDM Progress Report, Choose Your Way Bellevue business services offers consultations and other support, including mini-grants, to employers outside the CTR program.

Are we too small? King County Metro notes that Passport area pricing requires at least 5 employees. For anything smaller, or for a pilot, the Choice program lets you load a dollar amount onto the cards you choose.

What is inside the Playbook

  • Part 1, the intelligence: the office market and who is moving in, the new light rail and Lime commute, Bellevue's own results from commute trip reduction, the parking versus ORCA cost comparison with zone pricing, and compliance and tax in plain language.

  • Part 2, the toolkit: a 20-point Commute Competitiveness Scorecard, a leadership approval memo, job posting and offer letter language, an onboarding email, interview talking points, an employee commute survey, answers to the six objections owners raise most, and a 90-day action plan where you assign an owner and target date to every action.

From benchmarks to your exact numbers

Everything in the Playbook is a published figure, a benchmark or an illustration. Your parking lease, headcount, turnover and zone will change the answer, so there are two free ways to get exact numbers.

  • Start a Commute ROI Report. Submit a short interest form, meet with a Connect Bellevue Program Manager over Teams, and receive your report within 10 business days of intake. You then review it with a TDM Specialist.

  • Book a consultation with Connect Bellevue about the ORCA Business Programs. A specialist walks you through both of the ORCA Business Programs, and helps you work out which one, if any, is best for your team.

Both are free, with no obligation to enroll in anything.
